Who would have thought that having your house repaired would bring such luck? Not Marichelle Delos Santos, who joined the Bureau of Internal Revenue’s (BIR) Premyo Sa Resibo promo, not expecting to win but just joined all for the fun of it. Delos Santos even quipped that “I actually stopped sending in entries, until my officemate encouraged me to join again.”

Yet, Lady Luck must have been smiling on her way this time, because she only spent P62.50 to text in her winning original receipt worth P5000, which she used to buy electrical equipment for her house. She did not expect that all this will catapult her to millionaire status, “it did not sink in to me at first. I had mixed emotions that I didn’t know what to do or say.” Even her husband who is an OFW in Kuwait did not believe her at first. Delos Santos said that she have to send the confirmation text to her husband, as well as the ECN number posted in PSR Facebook page. Delos Santos even claimed that, “it took me five days to realize that I really had won P1 million pesos.”

Hailed in Puerto Princesa, Palawan, Delos Santos is a 36-year-old mother of two boys. She works as a Clinical Instructor in Palawan State University. But now that she has won the top prize in the 147th draw of PSR, she is carefully thinking of a suitable business to invest in to. But one good thing that PSR has given her is that she would be able to finish the repair of her home. Premyo Sa Resibo (PSR) is the longest running nationwide SMS text-based raffle program in the Philippines. The Bureau of Internal Revenue (BIR) oversees the program and tasks PhilWeb to manage the day-to-day operations.

Launched in 2006, the primary objectives of PSR are:

• Motivate consumers to demand official receipts in all their purchases of goods and/or services;
• Encourage professionals, private business and/or commercial establishments to register their official receipts and to issue the same to their customers/clients; and
• Accumulate data from the official receipts to assist BIR in their monitoring of tax compliance

Now on its sixth year, PSR is recognized as one of BIR’s support programs that contributed to the significant increase in the registration database of the BIR’s Authority to Print Receipt (ATP). This indicates an increased compliance to tax rules by business establishments.

To participate in Premyo sa Resibo, a consumer needs an official receipt and a mobile phone. One simply enters the receipt information in the following format, PSR <TIN><OR NUMBER><OR Amount> and send to 9777 for a single entry or to 9778 for multiple entries.

Each entry costs P2.50 and entries will qualify not only for an instant prize but also for the weekly and the monthly draws. Winners need to present the receipt used to claim their prizes. No receipt, no prize. This ensures that consumers demand for receipts and keep them.

 Premyo Sa Resibo has added two more millionaires for the 1st quarter of 2012, both drawn during the recently concluded Tax Campaign Kick-offs of the Bureau of Internal Revenue (BIR). For the March 6, 2012 draw held at the SM Mall in Davao City, the lucky holder of Raffle ID No. AWYBY5CB, a multi-cab driver from Makilala, North Cotabato, is now the 151st millionaire of Premyo Sa Resibo. He learned about PSR when he saw the poster at the BIR Office in Kidapawan City last August 16, 2010. Since then, he regularly sent entries and never lost hope that he will win the jackpot.

Last 16 February 2012, BIR Commissioner Kim Jacinto – Henares awarded a One Million peso check to Mr. Rudy Q. Pascua during BIR Revenue Region 10 Tax Campaign Kick-Off at SM-San Lazaro in Manila.

Mr. Pascua, a retired local government employee of Angono, Rizal is the 150th Premyo Sa Resibo Millionaire.  Using a grocery receipt worth P831.53, he texted to 9778 last January 11, 2012 the details of the receipt and received nine entries and was charged P22.50.  His entry was drawn last February 9, 2012 during the Tax Campaign Kick-Off of BIR’s Revenue Region 6 at the Trinoma Mall in Quezon City.  For Mr. Pascua, winning the P1 Million is an answered prayer.  He can now undergo the long-delayed angioplasty procedure.  He encourages everyone not to lose hope, saying that “somehow, it is true, somebody wins in Premyo sa Resibo, and who knows it might be you the next time.”

PSR is a program of the BIR that continues to offer since 2006 exciting reasons for consumers to always ask for receipts for all their purchases of goods and services.
